The COVID‐19 pandemic is responsible for millions of deaths worldwide yet its origin remains unclear. Two potential scenarios of how infection of humans initially occurred include zoonotic transfer from wild animals and a leak of the pathogen from a research laboratory. The Wuhan wet markets where wild animals are sold represent a strong scenario for zoonotic transfer. However, isolation of SARS‐CoV‐2 or its immediate predecessor from wild animals in their natural environment has yet to be documented. Due to incomplete evidence (...) for a zoonotic origin, a laboratory origin is plausible. The Wuhan Institute of Virology is at the epicenter of the pandemic and their work has included manipulation of wild‐type coronavirus to enable infection of human cells. Although stronger evidence supports the zoonotic transfer, inconclusive reports maintain the laboratory leak hypothesis alive. It is imperative to reach a factual conclusion to prevent future pandemics. (shrink)

This book aims to enrich our understanding of the role the environment plays in processes of life and cognition, from the perspective of enactive cognitive science. Miguel A. Sepúlveda-Pedro offers an unprecedented interpretation of the central claims of the enactive approach to cognition, supported by contemporary works of ecological psychology and phenomenology. The enactive approach conceives cognition as sense-making, a phenomenon emerging from the organizational nature of the living body that evolves in human beings through sensorimotor, intercorporeal, and linguistic (...) interactions with the environment. From this standpoint, Sepúlveda-Pedro suggests incorporating three new theses into the theoretical body of the enactive approach: sense-making and cognition fundamentally consist of processes of norm development; the environment, cognitive agents actually interact with, is an active ecological field enacted in their historical past; and sense-making occurs in a domain consisting of multiple normative dimensions that the author names enactive place. The enactive approach and the skilled intentionality framework are two closely related forms of radical embodied cognition that nonetheless exhibit important differences. In this paper, I focus on a conceptual disparity regarding the normative character of action and perception. Whereas the skilled intentionality framework describes the norms of action and perception as the capacity of embodied agents to become attuned (i.e., skilled intentionality) to preestablished normative frameworks (i.e., situated normativity), the enactive approach describes the same phenomenon as the enactment of (...) norms (i.e., as sense-making) at different levels of organization that go from individual biological agents to linguistic encounters. I will argue that although both accounts accurately recognize important features of the norms of action and perception, they also have significant shortcomings. Norm-attunement accurately sees normative, ecological frameworks as the necessary set of constraints for the existence of norms at play in sociocultural bodily practices, but it fails to acknowledge the temporal and open-ended character of these norms and frameworks. Norm-enactment, by contrast, acknowledges that norms of action and perception are temporally open-ended, but fails to explicitly recognize that environmental normative frameworks are necessary for the enactment and development of all sort of norms in the interactional domain of an agent-environment system. To overcome these problems, I propose an enactive-ecological approach to norms of action and perception. This approach consists in describing norm-enactment as a result of a developmental process I call norm-development. This process describes the enactment of norms from the background of ecological, normative frameworks. These frameworks are norms enacted in the past of the interactional history of the agent-environment system that remain open to new configurations (new norms) in the present. To clarify conceptually norm-development, I appeal to Merleau-Ponty’s descriptions of norms of perception, and more particularly to his concept of spatial levels. Like the enactive approach, Merleau-Ponty recognizes that perceptual norms emerge in the interactional history of the agent-environment system, but he also posits that ecological, normative frameworks, that he calls levels, enable and constrain the emergence of perceptual norms and its development. En los estudios actuales sobre producción de conocimiento científico predomina la tendencia a analizar la producción de conocimiento científico por medio de su estructura relacional, dejando en un segundo plano el análisis de las capacidades de los científicos que inciden en los procesos de investigación. En este trabajo queremos argumentar en favor de una dirección diferente. Concretamente, defendemos que los científicos y sus capacidades -operativamente comprendidas- son una condición indispensable para la producción de conocimiento. Para defender esta posición, en primer (...) lugar, expondremos dos teorías representativas de esta tendencia para posteriormente mostrar sus limitaciones a la hora de analizar las relaciones y entramados que posibilitan producir conocimiento y examinan el resultado de esas relaciones, pero son incapaces de explicar cuál es rol que desempeñan los científicos y sus capacidades dentro del mismo. Dada esta situación, en segundo lugar, proponemos una caracterización operativa de los científicos y sus capacidades en la producción de conocimiento científico. Esta caracterización la desarrollaremos tomando como base la teoría de los sistemas experimentales de Rheinberger. A partir de ella, propondremos una interpretación propia de unas indicaciones hechas por Rheinberger sobre las capacidades científicas y su relación concreta con los sistemas experimentales. Esta interpretación destaca cómo las operaciones y conocimientos no temáticos inciden en el reconocimiento de anomalías y posibilitan intervenciones concretas en el sistema experimental, permitiendo de esta manera la producción de conocimiento. This article explores the distribution and use of a relatively new grammatical format in English, it’s like + enactment. We propose that it’s like utterances are used to enact thoughts, feelings and attitudes which are internal and affect-laden assessments of a prior utterance or event, produced as assessments that anyone in the same situation might have had. As such they tend to occur within stories, typically during the closing of a story. The enactments are often ‘response cries’ such as oh, (...) mm, wow, and man. Because of the highly indexical nature of this grammatical format, it represents a fascinating site for participants to work out a ‘world known in common’. (shrink)

RESUMEN: El presente artículo tiene por objetivo analizar la jurisprudencia de la Corte Interamericana de Derechos Humanos en materia de movilidad humana bajo la óptica de la doctrina filosófica del cosmopolitismo. A partir del desarrollo de las principales características de esta doctrina en relación a la migración (tensión entre nacionalidad, ciudadanía y derechos, así como las perspectivas actuales de solidaridad global), se sostendrá que la jurisprudencia interamericana tiende hacia al cosmopolitismo.ABSTRACT: The purpose of this article is to analyze the jurisprudence (...) of the Inter - American Court of Human Rights in the field of human mobility from the perspective of the philosophical doctrine of cosmopolitanism. En él se expresarán los inicios de una reflexión filosófica sobre la historia, que acompañarán a este pensador durante toda su vida y cuya cristalización más elaborada corresponde a su texto Tesis sobre el concepto de Historia. El objetivo de este escrito es plantear una constelación de ideas que permita dar cuenta de algunos momentos claves en el desarrollo de la filosofía de la historia de este pensador hasta (...) llegar a la formulación de su materialismo mesiánico, deteniéndonos particularmente en algunas ideas sobre la mística judía y el marxismo. Para ello, la exposición se apoyará, entre otros materiales, en el intercambio epistolar que Benjamin mantiene a lo largo de toda su producción teórica con su íntimo amigo Gershom Scholem, intercambio que muestra, de una manera especialmente ilustrativa, como le van apareciendo los problemas filosóficos a este pensador. Rodrigo Olavarría’s notebooks, formulated as intimate diaries or notebooks, have a similar structure: a romantic breakup, a journey moved by grief and the reference to love as an excuse that fades among thousands of readings through which the artist’s identity and stance are revealed. He sacrifices himself for his exercise and he lives connected to the present of his daily life. However, he is capable of exceeding the isolation of writing where the self faces itself and attempts to cling to (...) the past, memory and the environment. His sacrifice turns him into a stoic, a slave, a fighter. Such archetypes, and his pilgrimage, arethe starting point of the political reading approach proposed in this article. (shrink)

Objectives: Recent legislative changes within the United Kingdom have stimulated professional debate about access to patient data within research. However, there is currently little awareness of public views about such research. The authors sought to explore attitudes of the public, and their lay representatives, towards the use of primary care medical record data for research when patient consent was not being sought.Methods: 49 members of the public and four non-medical members of local community health councils in South Wales, UK gave (...) their views on the value and acceptability of three current research scenarios, each describing access to data without patient consent.Results: Among focus group participants, awareness of research in primary care was low, and the appropriateness of general practitioners as researchers was questioned. There was general support for research but also concerns expressed about data collection without consent. These included lack of respect and patient control over the process. Unauthorised access to data by external agencies was a common fear. Current data collection practices, including population based disease registers elicited much anxiety. The key informants were equally critical of the scenarios and generally less accepting.Conclusions: This exploratory study has highlighted a number of areas of public concern when medical records are accessed for research without patient consent. Public acceptability regarding the use of medical records in research cannot simply be assumed. Further work is required to determine how widespread such views are and to inform those advising on confidentiality issues. (shrink)

We make use of natural induction to propose, following John Ju Sakurai, a generalization of Bell's inequality for two spin s=n/2(n=1,2,...) particle systems in a singlet state. We have found that for any finite integer or half-integer spin Bell's inequality is violated when the terms in the inequality are calculated from a quantum mechanical point of view. In the final expression for this inequality the two members therein are expressed in terms of a single parameter θ. Violation occurs for θ (...) in some interval of the form (α,π/2) where α parameter becomes closer and closer to π/2, as the spin grows, that is, the greater the spin number the size of the interval in which violation occurs diminishes to zero. Bell's inequality is a relationship among observables that discriminates between Einstein's locality principle and the non-local point of view of orthodox quantum mechanics. So our conclusion may also be stated by saying that for large spin numbers the non-local and local points of view agree. (shrink)

Abstract:In this paper I focus on parasitic cases of exploitation in the case of UBI. I start by arguing that existing concepts of parasitic exploitation in the literature are over inclusive, since they label as cases of parasitic exploitation some cases that are not. Then I offer my own narrower framework of parasitic exploitation, which includes three conditions: built-in mechanisms, structural vulnerability and non-proportionality. I suggest that exploitation happens when agents misuse a system to obtain additional profit at the potential (...) expense of the weak party. This profit is additional compared to a counterfactual scenario in which the systemic vulnerability was not present. I argue that while some cases of parasitic exploitation may arise in the case of UBI, these cases are likely to be weak, and hence, absence of regulation of this system can be justified on the grounds that this would prevent stronger types of exploitation and domination.Key words: Universal Basic Income; parasitic exploitation; transactional exploitation; domination; misusing a system; free-rider. La Agenda 2030 para el Desarrollo Sostenible sostiene que la educación financiera requiere promover conocimientos y habilidades que permitan a los estudiantes comprender y utilizar de mejor forma los productos financieros con el fin de mejorar su bienestar individual y social. En este artículo se indaga en las racionalidades curriculares presentes en los objetivos de aprendizaje e indicadores de evaluación pertenecientes a la “Unidad 4: Componentes y dinámicas del sistema económico y financiero: la ciudadanía como agente de consumo responsable” del (...) Programa de Estudio de Historia, Geografía y Ciencias Sociales de 1º medio, elaborado por el Ministerio de Educación de Chile (Mineduc). Esta investigación se realizó desde un paradigma fenomenológico interpretativo y utilizó el análisis de contenido para revisar sistemáticamente el apartado del documento curricular consignado, en función de los tres tipos de racionalidades curriculares existentes: técnica, praxeológica y crítica. Estas perspectivas permiten analizar los intereses hegemónicos sobre la importancia de la educación financiera en el alumnado, ya que ayudan a comprender la naturaleza de los aprendizajes asociados a la formación económica y la prevalencia de diversos fines educativos del área. Los resultados muestran el predominio de la racionalidad curricular técnica y praxeológica, pues se evidencia que los objetivos e indicadores de evaluación de la unidad temática examinada intencionan conjuntamente el desarrollo de aprendizajes financieros desde criterios predeterminados y procedimientos vinculados a la ejemplificación de situaciones cotidianas de consumo responsable y sostenible. A partir de los ODS establecidos en la Agenda 2030 para el Desarrollo Sostenible, la didáctica de la geografía requiere potenciar el pensamiento geográfico de los profesores en formación para que puedan preparar a las nuevas generaciones de estudiantes como ciudadanos críticos y comprometidos con el cuidado del medioambiente. En este artículo se analizan los conocimientos que poseen los futuros docentes de una universidad chilena respecto al desarrollo del pensamiento geográfico a partir de la aplicación de un cuestionario centrado en (...) consultar sobre tres aspectos claves de la última práctica pedagógica de los participantes; a saber, estos son: 1) Definición de pensamiento geográfico y de un aprendizaje de segundo orden de este metaconcepto otorgado vía sorteo; 2) Problemas constatados para desarrollar dichos conceptos en el aula de geografía; y 3) la proposición de sugerencias didácticas para enseñar de manera innovadora los aprendizajes asignados. Desde un punto de vista metodológico, se utilizó el análisis de contenido para evaluar las respuestas del instrumento aplicado, en función de las categorías que este contempla. Se concluye que los conceptos consultados son definidos desde el descriptivismo geográfico, que las principales dificultades didácticas señaladas se relacionan con el predominio de la enseñanza tradicional de la geografía y que las diferentes estrategias didácticas sugeridas están centradas en el desempeño individual del alumnado; en este contexto, no se mencionan metodologías de trabajo colaborativo y no hay evidencias que permitan prever técnicas específicas que posibiliten el desarrollo del pensamiento geográfico desde los principios didácticos de la geografía. This work focuses on the reading and analysis of the work of Nicholas Machiavelli made by the Argentinian historian José Luis Romero in several of his historical and historiographical writings. It attends, particularly, to the assessment that Romero has made of the famous Florentine thinker as historian. From this perspective, it will be studied the impact of the Machiavellian work on the thought and intellectual work of the Argentinian academician. This work seeks to show that Machiavelli was, for the aforementioned (...) author of the 20th Century, a source of inspiration, a master in the analysis of “the real reality” and an example of commitment to public affairs. However, Machiavelli's work entailed a strong warning for him: there must be proper balance between academic rigor and political com­mitment, between the historian's own claim to truth and the citizen's ideological position. Vera Zasulich’s shooting of Trepov, a governor of St Petersburg who had ordered the flogging of a political prisoner, in January 1878, catapulted her to international fame as a revolutionary heroine, a reputation that she put to good use by becoming one of the five ‘founding parents’ of Russian Marxism that created the ‘Group for the Emancipation of Labour’ in 1883. But her act of self-sacrifice also triggered, to her dismay, the institutionalisation of individual terrorist tactics in the Russian Populist (...) movement with the creation of the ‘People’s Will’ (Narodnaya Volya) Party in 1879. The organisation went into decline after the killing of Tsar Alexander II in 1881, and Populism itself was increasingly superseded by Marxism as the hegemonic force on the left with the rise of the Russian Social Democratic Labour Party (RSDLP). But individual terrorist tactics reappeared with the creation of the Socialist Revolutionary Party in 1902, prompting Zasulich to write an article for Die neue Zeit, the theoretical organ of German Social Democracy, in which she both condemned the Neo-Populist tendency as deleterious to the rising labour movement and supported the organisational plans for the RSDLP sponsored by the Iskra group, developed at length by Lenin in his book What Is to Be Done?, published in March 1902. This article provides the background to Vera Zasulich’s article ‘The Terrorist Tendency in Russia’ (December 1902), setting it against the history of the Russian revolutionary movement from 1878 to 1902.
